질 스타인 미국 녹색당 대선후보 “한국 사드 배치 백지화”

한국과 미국 녹색당이 ‘사드 철회’를 촉구하는 공동 성명을 발표한 데 이어, 질 스타인(Jill Stein) 미국 녹색당 대선 후보가 한국 녹색당에 사드 배치를 반대하는 입장을 직접 전해왔다. 미국 대선 후보 가운데 한반도 사드 배치 철회 입장을 공식적으로 밝히기는 처음이다. 질 스타인은 2012년 미국 대통령 선거에서도 녹색당 후보로 출마한 바 있다.

19일 녹색당은 질 스타인 후보가 “핵무기 경쟁은 인류가 절대로 선택해서는 안 되는 일입니다. 미국 녹색당은 한국 녹색당의 사드 배치 백지화를 지지하며, 국방예산을 교육, 의료, 기후변화 해결 예산으로 돌릴 것입니다(The last thing our world needs is a new nuclear arms race. We support the Korean Greens’ call to stop THADD and redirect the funds to education, medicine, and the fight against climate change)”라는 입장을 전해왔다고 밝혔다.

앞서 19일 오전 한-미 녹색당은 “사드 철회가 평화다”라는 공동 성명을 발표했다.

한-미 녹색당은 “사드배치는 동북아 지역에 긴장을 높이며, 군비경쟁을 부추겨 세계평화를 해칠 것이기 때문이다. 따라서 사드는 성주는 물론 한국 어디에도 배치해서는 안 된다( Korean and U.S. Greens strongly urge cancelling THAAD, which will cause tensions in northeast Asia, increase the arms race, and eventually harm efforts towards global peace. Deploying THAAD should not be allowed in any location in Korea including Seongju)”고 밝혔다.

이들은 “8월 10일, 한반도 사드배치결정을 재고해달라는 내용의 백악관청원이 10만 명의 서명을 달성했다. 이처럼 평화를 갈구하는 많은 시민들은 이미 알고 있다. 사드배치로 한국과 미국 국민들이 잃는 것은 ‘평화’라는 것과 이익을 얻는 것은 오로지 미 군수업자 록히드마틴이라는 것을 말이다(On August 10, 100,000 people signed a petition demanding reversal of the decision to deploy THAAD in South Korea. Citizens are already aware that deploying THAAD will diminish chances for peace for both Korea and U.S. citizens, and will only profit Lockheed Martin, which was awarded the contract for the THAAD system)”라고 지적했다.

이어 “한국과 미국녹색당은 사드 배치 결정 즉각 철회를 촉구하며, 이를 위해 공동으로 협력하고 행동할 것을 선언하는 바이다(Korean and U.S. Greens are committed to achieving peace in collaboration and solidarity)”라고 밝혔다.

사드 철회가 평화다

지난 7월 8일, 한·미 정부는 주한미군에 고고도미사일방어체계(THAAD·사드) 배치를 발표했다. 이어 12일 한국 정부는 어떤 논의도 없이 일방적으로 경상북도 성주를 사드배치 지역으로 결정했다. 한국과 미국녹색당은 사드배치 철회를 강력하게 촉구한다. 사드배치는 동북아 지역에 긴장을 높이며, 군비경쟁을 부추겨 세계평화를 해칠 것이기 때문이다. 따라서 사드는 성주는 물론 한국 어디에도 배치해서는 안 된다.

사드 배치는 평화를 위협한다. 한국정부는 북한의 미사일 방어를 위해 사드의 필요성을 주장하지만, 이는 북한을 자극할 뿐이다. 또한 미국이 사드의 레이더를 통해 중국 및 러시아 극동 지역을 탐지할 수 있게 됨에 따라 중국과 러시아의 반발도 커지고 있다. 사드배치는 한국이 미국이 주도하는 MD체제에 참여하는 것이다.

중국·러시아가 MD체제에 강력한 반대를 표명하고 있는 상황에서, 한국–미국–일본은 북한 핵 개발을 명분으로 MD체제를 본격적으로 구축해가고 있다. 이는 지구상 유일한 분단국가인 남북을 둘러싼 군비경쟁을 촉발시키며, 그로인한 군사적 긴장은 한반도와 세계평화를 위협할 것이다. 사드배치를 철회하는 것이 평화를 지키는 일이다.

한국과 미국녹색당은 국방 시스템 구축에 쏟는 예산을 교육과 의료, 기후변화에 맞서 싸우는데 써야 한다고 주장한다. 양국 정부는 협상을 통해 한반도의 평화를 지키는 일에 집중해야 한다. 한국과 미국녹색당은 사드 배치 결정 즉각 철회를 촉구하며, 이를 위해 공동으로 협력하고 행동할 것을 선언하는 바이다.

Withdrawal of THAAD is authentic peace!

On July 8, South Korean and U.S. governments launched formal talks on deploying the Terminal High Altitude Area Defence (THAAD). On July 12, the Korean government decided on Seongju in North Gyeongsang Province as the best location for THAAD without any discussion. Korean and U.S. Greens strongly urge cancelling THAAD, which will cause tensions in northeast Asia, increase the arms race, and eventually harm efforts towards global peace. Deploying THAAD should not be allowed in any location in Korea including Seongju.

THAAD threatens peace. The Korean government says that THAAD is necessary as a defensive strategy against North Korea’s missile system, but the program only intimidates North Korea. Furthermore, China and Russia feel threatened by THAAD because it helps U.S. radar systems locate missiles in their countries. Deploying THAAD would involve Korea in the U.S. missile defense system.

China and Russia are strongly opposed to the U.S. missile defense system, while Korea, Japan, and U.S. prefer to move forward in enacting it. THAAD may trigger an arms race among the countries surrounding the two Koreas, the only divided county in the world. Military tension will threaten the Korean Peninsula and world peace. Cancelling THAAD will help preserve peace.

The Korean government made its decision on a location for THAAD and notified Seongju citizens without allowing public discussion. Democracy is severely damaged when the right to participate in decision-making is obstructed. On August 10, 100,000 people signed a petition demanding reversal of the decision to deploy THAAD in South Korea. Greens in Korea and the U.S. agree that funding for a Korea-U.S. military defense system should be transferred to education, medicine, and the fight against climate change. The governments of both nations must focus on preserving peace in the Korean Peninsula, through negotiation. Korean and U.S. Greens call on them to reverse the decision to deploy THAAD. Korean and U.S. Greens are committed to achieving peace in collaboration and solidarity.
